A South-South Policy Transfer Proposal: Transferring the Mahatma Gandhi National Rural Employment Guarantee Act to the Latin American region

Resumen

El presente texto analiza y desarrolla el debate de la Organización Internacional del Trabajo sobre los potenciales beneficios de transferir la Ley nacional de garantia del empleo rural Mahatma Gandhi (NREGA, por sus siglas en inglés) de la India a otras regiones del mundo en desarrollo -en este caso a América Latina- y constituye, por lo tanto, un caso de análisis prospectivo de politicas. La necesidad de buscar opciones politicas alternativas para el desarrollo rural latinoamericano se plantea ante el fracaso de las politicas actuales para reducir la tasa de pobreza rural y proporcionar a las comunidades rurales un mayor acceso a las infraestructuras básicas. Asimismo, el desarrollo de una nueva estrategia politica se vuelve crucial habida cuenta de los efectos adversos que surgen como consecuencia del debilitamiento de la economia latinoamericana después de la pandemia. Este documento examina la propuesta desde el punto de vista de la literatura sobre transferencia de politicas y pretende responder a una serie de preguntas planteadas tanto por los analistas prospectivos como por los investigadores clásicos. En las conclusiones se examinan los factores que pueden favorecer u obstaculizar la transferencia de la NREGA a la región latinoamericana.
